The Mission of the Louisiana Commission on Law Enforcement (LCLE) is to improve the operations of the criminal justice and juvenile justice system and promote public safety by providing progressive leadership and coordination within the criminal justice community.
We are seeking a strategic and highly experienced policy leader to direct all phases of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant programs. The ideal candidate should capable of performing complex research, legislative analysis, and statewide compliance monitoring of correctional facilities. You should be a sophisticated communicator who can provide technical expertise to the Governor’s office and high-level advisory boards while effectively managing federal funds to improve juvenile justice outcomes across the state.

Minimum Qualifications
Three years of experience in criminal justice, policy planning or analysis, law enforcement, legal research, contracts or grants management, statistical analysis, or program auditing; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Job Duties and Other Information
- Directs all phases of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant programs, overseeing policy development, long-range planning, and federal fund allocation.
- Monitors state and federal legislation to evaluate its impact on juvenile justice initiatives and prepares comprehensive policy impact statements for the Governor, Legislature, and LCLE leadership.
- Leads statewide on-site inspections of jails, detention centers, and correctional facilities to ensure strict adherence to the JJDP Act core requirements and the Louisiana Children’s Code.
- Serves as the primary technical expert and staff liaison for the State Juvenile Justice Advisory Board and the Louisiana Commission on Law Enforcement.
- Manages the full lifecycle of federal OJJDP funds, including the preparation of multi-year strategies, timely submission of federal applications, and rigorous fiscal accountability.
- Conducts complex criminal justice research and statistical analysis to identify juvenile crime trends, forecast future problems, and determine statewide funding priorities.
- Provides expert consultation and training to judges, law enforcement, and non-profit agencies regarding detention standards, intake screening, and federal program regulations.
