The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Eight years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR
An associate's degree in information technology plus six years of experience in information technology or administrative services; OR
A bachelor’s degree plus six years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR
A master’s degree plus five years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Directs a highly complex section of the Office of Technology Services (OTS), consisting of multiple defined organizational units, and ensuring alignment with OTS priorities. Provides executive-level leadership, governance, and strategic direction for lines of service supporting all phases of the statewide enterprise document lifecycle. Directs the PSS Software and Technical Support unit, which provides highly complex software systems support and operations functions for enterprise consumer communication systems, customer address database services, automated data transforms supporting FPDS, DJDE/Metacode, IPDS, and other legacy customer print workflows, variable data document post-composition re-engineering, document composition, document control, and printing, inserting, finishing, and mailing systems, job tracking and reporting systems, and customer-facing webstores for customized printed matter; and which provides highly complex, internal technical support for critical enterprise hardware systems, such as continuous inkjet printing presses, roll-fed emulsion aggregate dry ink perfecting presses, console mail inserter machines, and automated postal sorting equipment. Directs the organization, storage, and control of electronic digital documents. Directs the Customer Service unit, which provides centralized procurement management and consultancy, print product brokerage, graphic design and brand management, and design standardization services to hundreds of state departments, agencies, boards, commissions, political subdivisions, and elected officials; and which develops, promulgates, and enforces compliance with statewide procedures and standards for the procurement of printing and mailing services under authority of PPM 64 and R.S. 43:1. Directs the PSS Printing Services unit, which provides consolidated graphics, reproduction, bindery, print finishing, and variable data printing services to all inscope state departments and which provides essential consumer communication services, such as elections and canvassing material printing, restricted tax information correspondence, confidential health information printing, check and financial instrument printing, and license and title printing, that directly supply all Executive Branch departments, under authority of PPM 64, R.S. 43:1, R.S. 43:31, et seq. Directs the PSS Mailing Services unit, which operates a uniform, consolidated mailroom providing post office box management, daily mail routing and delivery, fleet vehicle operation, maintenance, and management, interoffice mail and parcel services, postage evidencing and bulk mail permitting, inbound mail imaging and sorting, outbound mail address management and correction, Full-Service IMb mail preparation, and inline mail commingling and mail pre-sortation service lines to all state agencies, under authority of PPM 64; and which establishes, promulgates, and enforces compliance with statewide policies, procedures, standards, and other requirements for all mailings by state agencies, such as addressing protocols, postal service class matter requirements, and standards for the size, type, and construction of mail pieces produced or sent by all state departments, agencies, boards, commissions, and public institutions of higher education, under authority of R.S. 39:245.
Directs PSS procurement, accounts payable, chargeback, cost allocation, strategic planning, budget, and other administrative support functions for PSS business units; ensures alignment with applicable federal and state regulatory requirements, departmental strategic direction, and print, mail, and in-plant industry best practices; which supports the section’s mission through continuous review and improvement of business processes; and which develops, promulgates, and ensures compliance with section policies for business continuity, disaster operations and recovery, management of change, risk management, and plant, fleet, and industrial equipment operations and safety, including risk assessment, electrical, hydraulics, and pneumatics systems safety, and lockout-tagout procedures.
Researches, plans, writes, implements, and monitors policies and procedures for the statewide delivery of print and mail services. Develops and oversees the development of specifications and evaluations for solicitations to secure cost-effective printing, mailing, hardware, software, or other required goods and services.
Directs analyses of the impact of federal, state, and local laws, regulations, and procedures on the section's information technology resources and services, including by monitoring global supply chain, national market, departmental initiative, and state legislative news and developments for implications to statewide print and mail concerns. Directs the development of current and long-range programs, plans, and policies for the administration, customer service, printing services, mailing services, and software and technical support services PSS business units.
Promotes and facilitates the ongoing consolidation and development of PSS's statewide, enterprise-level business operations and promotes continuous review and improvement of the information technology systems and processes that support PSS. Under authority of PPM 64, acts as a delegate of the State Chief Information Officer to consult, review, and make recommendations with regard to all printing requirements in order that the best and most economical methods are employed, and to delegate authority for the same to competent authority; to delegate the purchase of printing to any instrumentality covered by R.S. 43:1 whenever, in the director’s opinion, the best interests of the state will be served thereby; and to use any and all powers and authority granted to the state chief information officer by law or otherwise delegated to the state chief information officer by competent authority pursuant to R.S. 43:1.
