Northeast Delta Human Services Authority is seeking a Medical Certification Manager 1 to oversee and deliver a full array of community based services to persons with developmental disabilities residing in Region 8, a 12 parish region covering the northeast corner of Louisiana. The service system is designed in such a manner that the Director of Developmental Disabilities Services within the local governing entity (civil service Title Medical Certification Manager, MCM) is required to administer and implement 4 moderately complex statewide health care Medicaid Waiver programs in the Department of Health within the region and in accordance with CMS rules and regulations.
A current Louisiana license in a health services field, health regulation field, or social services field plus five years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; ORA bachelor's degree plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services; ORA master's degree in a health services field, health regulation field, or a social services field plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services.The official job specifications for this role, as defined by the State Civil Service, can be found here.
Job Duties:
- Administration of a complex system of state funded supportive goods and services through the statewide program, Louisiana ACT 378 of 1989, that requires that children and adults to afforded the choice and opportunity to live in typical homes and communities. This position is responsible for ensuring that these Medicaid Waiver Programs and the ACT 378 Program are implemented following all CMS/federal and state rules, regulations, and procedures revising processes as are needed.
- Incumbent serves as administrator of medical certification determinations for applicants seeking admission to nursing facilities and Intermediate Care Facilities for people with Intellectual and/or Developmental Disabilities (ICF/DD) on behalf of the Louisiana Department of Health and Louisiana Medicaid Program. The Director of Developmental Disability Services (Medical Certification Manager) administers the establishment and ongoing system for the Determination Process for Systems Entry as the regional single point of entry for the statewide developmental disability service system.
- MCM is responsible for the implementation of the ACT 421 CMO Program within the LGE by providing determinations of the Request for Medical Eligibility Determination and conducting ACT 421 assessments for child eligibility determinations into this Medicaid program.

Compensation:NEDHSA is a designated approved National Health Service Corps (NHSC) site. Clinicians who work at NHSC-approved sites are eligible to apply to the NHSC Loan Repayment Program to pay off student loans.
- 2-year Full-Time Clinical Practice: NHSC will pay up to $50,000* for an initial 2 years of full-time clinical practice to clinicians.
(Full-time clinical practice is defined as no less than 40 hours per week, for a minimum of 45 weeks per year.)How To Apply:
