The
Office of Workforce Development (OWD) is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.
The
Labor Research Statistics Director leads the agency’s workforce data strategy, labor market information systems, and analytics infrastructure across all programs. Serving as the chief architect for workforce and labor market data, the Director oversees data design, integration, governance, and strategic use to support policy development, program performance, and decision-making across the agency and with partner organizations statewide.
The position provides strategic leadership to a multidisciplinary Research and Statistics team and performs highly complex work involving the acquisition, analysis, and interpretation of workforce data to inform agency leadership, the Legislature, and external stakeholders.
Six semester hours in economics with an additional six semester hours in a combination of economics, math, computer science, statistics, or marketing plus one of the following:
Three years of experience in accounting, financial auditing, or statistical analysis, plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR
Six years of full-time work experience in any field plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR
A bachelor's degree plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR
An advanced degree in economics, business administration, public administration, math, statistics, or information systems and decision sciences plus four years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources.

Job Duties:•Leads the agency’s enterprise workforce data and labor market information strategy, overseeing governance, system integration, analytic standards, and data architecture to ensure quality, security, and usability.
•Provides strategic leadership to the Research and Statistics team, directing federal reporting, performance analytics, forecasting, longitudinal analysis, and labor market information functions in compliance with U.S. Department of Labor requirements.
•Oversees program evaluation, applied research, and cost-benefit and impact analyses to assess outcomes and return on investment.
•Develops data-driven reports, state plans, grant applications, legislative briefings, dashboards, and decision-support tools, translating complex data into actionable insights.
•Serves as a principal advisor to agency leadership and collaborates with state, education, workforce, and private-sector partners on workforce analytics and longitudinal data initiatives.
