Position Summary
HACS is seeking a motivated, detail-oriented, and team-focused professional to serve as the Housing Choice Voucher (HCV) Recertifications Supervisor. This position oversees the daily operations of the recertifications team to ensure compliance with all HUD regulations and HACS policies, while maintaining a strong focus on customer service, accuracy, and timely completion of housing assistance certifications.

Essential Duties and Responsibilities
Supervision and Leadership
- Directly supervise and manage Recertification Specialists, ensuring that tasks are completed accurately and on time.
- Establish clear goals and performance expectations; provide regular feedback, coaching, and performance evaluations.
- Ensure staff are properly trained and have the tools and resources necessary to succeed.
- Monitor workloads and assign responsibilities effectively to meet department and agency goals.
- Foster a positive, professional, and respectful work environment.
Program Management
- Oversee all activities related to annual, interim, and move-in/move-out recertifications.
- Review and approve staff decisions regarding continued eligibility for program participants.
- Verify and ensure the accuracy of income, asset, and allowance calculations in compliance with HUD regulations.
- Conduct quality control and UIV (Upfront Income Verification) audits of recertification files each month.
- Ensure all required reports, including flash reports and performance updates, are completed accurately and on schedule.
- Monitor and track program terminations, transfers, and other participant actions for timeliness and compliance.
Customer Service and Communication
- Communicate courteously and professionally with applicants, participants, landlords, and co-workers.
- Ensure that inquiries and complaints are addressed promptly and resolved appropriately.
- Maintain open and professional communication channels between staff and other departments.
- Conduct informal hearings in accordance with HACS grievance procedures and assist in fraud investigations when needed.
Administrative and Compliance Responsibilities
- Develop and maintain standard operating procedures for the recertification process.
- Ensure compliance with HUD regulations, HACS policies, and all applicable laws and guidelines.
- Prepare and submit reports for the HCV Program Director and other internal or external stakeholders as required.
- Perform housing quality standards (HQS) inspections when necessary.
- Provide referrals to social services and community resources as appropriate.
Qualifications:
- High school diploma or GED.
- Minimum of five (5) years of supervisory experience in a housing authority or related field.
- Strong knowledge of HUD regulations and HCV (Section 8) program rules and policies.
- Proven ability to lead, train, and evaluate staff effectively.
- Excellent communication, problem-solving, and organizational skills.
- Proficiency in Microsoft Office and housing software systems.
- Bachelor’s degree in Public Administration, Business, Accounting, Social services, or a related field preferred.
- Public Housing Rent Calculation Specialist certification preferred.
- Experience working with recertification’s is strongly preferred.
- Knowledge of HUD regulations and A & O policies required.
