About This Position:
The incumbent manages the Plant Maintenance support team and serves as the statewide expert on equipment, vehicles, and technical specifications. Advises district Equipment Superintendents on equipment management issues such as repairs, replacements, and modifications. Supports oversight of a large statewide fleet by working with vendors, contractors, and staff, and provides guidance on complex issues through research, regulations, and engineering analysis while ensuring compliance with all applicable laws and policies.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives. Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties:
Develops detailed technical specifications for all DOTD equipment by researching available options and consulting with staff to ensure operational needs are met. Leads the design and coordination of custom-built equipment when commercial options are not available. Works closely with districts and sections to provide expertise and ensure equipment effectiveness, and collaborates with vendors to evaluate, modify, and improve mechanical, electrical, and structural features to meet DOTD requirements.
Serves as the expert engineer for equipment and vehicles, handling the most complex issues statewide. Provides consultation on evaluating, troubleshooting, and repairing serious or unique equipment problems, recommends solutions, and approves modifications, using advanced knowledge and experience to support district staff.
Reviews vendor submittals, plans, and specifications to ensure compliance with DOTD requirements and recommends award decisions. Provides guidance to vendors and equipment up-fitters on design and fabrication, reviews drawings for accuracy and completeness, and participates in meetings to resolve equipment issues efficiently.
