Office of Enforcement – Inspections Division
The Inspections Division regulates the use, end-use, conservation, and transportation facilities for movement of intrastate natural gas; regulates carbon dioxide pipelines and compressed natural gas fueling facilities; and they serve as clearing house to provide information to users of natural gas regarding the availability of supplies of natural gas. The Division is also responsible for a comprehensive pipeline safety inspection and enforcement program for both intrastate natural gas and hazardous liquids pipelines, and damage prevention enforcement on pipeline right of ways.
LOCATION AND POSITION INFORMATION:
This position performs highly professional petroleum engineering work of an administrative and technical nature. The incumbent is responsible for managing the operations of the statewidepipeline safety enforcement program consisting of gas transmission and distribution pipelines, hazardous petroleum liquid pipelines, and public and private schools.
A bachelor’s degree in a geoscience field or engineering plus four years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR
A master's degree in a geoscience field or engineering plus three years of the required specialized experience; OR
A doctorate in a geoscience field or engineering plus two years of the required specialized experience.

here.Job Duties:
The incumbent assists in developing and administering regulations, through inspections, and assures that all design, construction, operation and maintenance of natural gas systems, hazardous liquids systems, and public school gas systems throughout the state of Louisiana are conducted in a safe manner so as to minimize threats to the environment and the health, safety, and welfare of the citizens of Louisiana due to pipeline accidents; administers natural gas safety regulations, hazardous petroleum liquids regulations in accordance with the Natural Gas Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979.
Additional duties include but are not limited to:
- Supervises, organizes, and directs a program of scheduled periodic safety field investigations, inspections, and projects of natural gas facilities, hazardous petroleum liquids facilities andprivate and public school systems.
- The incumbent advisessubordinates of guidelinesininvestigating complaintsand conducting routine pipelinefield inspections, coordinates andschedulesworkassignments, sets priorities and directs work of statewide inspectors.
- Participates in investigating complaints, prepares reports as necessary, and recommends action to be taken including initiating legal procedures for non-compliance.
- Reviews all requests for abandonment or alteration of all gas and hazardous liquid facilities including public and private schools, assuring that no safety codes, regulations, or practices are violated.
- Assists and consults with engineers, owners, operators, contractors and attorneys regarding design, preliminary layout, construction procedures, and regulation requirements that apply topipeline projects as directed by the Commissioner, assuring that the Pipeline Safety regulations are followed.
- Keeps abreast of changing federal, state, and office regulations and engineering technologies and implements appropriate changes to the inspection procedures, as necessary to maintain consistency with state and federal regulations.
- Assist in the preparation of the laws in Louisiana governing Pipeline Safety concerning the safety aspects of natural gas transmission and distribution and hazardous liquids transmission.
- Prepares, coordinates and handles all informal enforcement meetings, all formal enforcement show case hearings and civil law suits in the operators’ home parishes for natural gas,hazardous petroleum liquids, and public and private schools.
- Conducts investigations concerning the design, construction, maintenance, and operation of gas and hazardous liquid pipeline facilities. This includes calculations involving natural gas pressure, volumetric flow, measurement, and gas compression.
- Position requires in-person training at PHMSA’s Training and Qualifications Center in Oklahoma City, OK or previous successful completions. This training consist of approximately 13 classes over a 3 year timeframe depending on class schedules and availability.
- Performs any additional duties as required.

Compensation: The salary offered will be determined based on qualifications and experience.
**Note regarding the advertised pay range: The Petroleum Scientist job series has an established special entrance rate (SER) that is set above the minimum of the pay level and the advertised minimum.
