About This Position
This is an UNCLASSIFIED position responsible for the oversight of administrative and operational emergency transportation of the agency’s Emergency Support Function-1 under the State Emergency Operations Plan.
- Preference will be given to applicants experienced with disaster/emergency response in developing, planning and writing emergency plans for standard operating procedures.
- Working in an emergency operations center.
- Outstanding organizational and communication skills
- Certifications in FEMA/DHS IS 100, IS 700, IS 200 and ICS 300 courses

Minimum Qualifications
This job requires unique qualifications involving Disaster/emergency response management experience and experience working in an emergency operations center. Disaster/emergency response planning experience and experience developing operational plans and procedures. Outstanding organizational and communication skills are required. Availability for overnight travel, on call 24/7 and able to work 12 hour shifts for extended periods during emergencies. Understanding of FEMA's and GOHSEP's processes related to disaster/emergency response and recovery. Familiarity with and experience in the Incident Command System. Qualified in NIMS 100 and NIMS 200 emergency training courses.

- Development, maintenance and execution of plans and procedures to carry out the ESF-1 responsibility. Collects, researches, documents and analyzes data through numerous resources including contact/collaboration with high level public officials in order to develop plans and procedures. Validates plans, procedures and standard operating procedures.
- Ensures the availability of transportation resources (vehicles for the transportation of people) through contracts, agreements and mutual aid, to carry out the ESF-1 responsibilities. Develops and manages the individual and collective training program for emergency preparedness, response, recovery, and mitigation. Performs research on needed training and develops training calendars and schedules.
- Assist Director in the development, review and update of plans and procedures annually. Provide training and advice for DOTD personnel supporting COOP responsibilities. Responsible for coordination of contracts/RFPs for supplies, equipment, and MOUs with vendors in the COOP arena.
