The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.
The Director of Platform Engineering reports to the Administrator of Architecture, Standards, and Platforms (ASP) and provides operational leadership for platforms that power application development, delivery, and observability across the enterprise. This includes infrastructure-as-code environments, cloud hosting platforms, CI/CD pipelines, and developer toolchains. This role is accountable for ensuring platform stability, performance, security, and ease of use across teams, while enabling modern software engineering
practices. The Director will also drive platform strategy and evolution to meet emerging needs and customer agency demands.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
Developer Tools, Automation, and DevOps Platforms - Leads the administration and evolution of developer enablement platforms including GitHub, Azure DevOps, Octopus Deploy, New Relic, Visual Studio, and supporting automation tools. Ensures these tools are reliable, integrated, secure, and support modern development practices such as code scanning, test automation, and continuous delivery. Supports standardization, governance, and training efforts across all toolsets.
Cloud & Infrastructure Platform Engineering - Oversees the platform engineering team responsible for hybrid cloud environments, container orchestration (e.g., Kubernetes/OpenShift), infrastructure automation, and hosting services. Ensures platforms meet enterprise architecture, security, and cost optimization goals while maintaining flexibility for diverse workloads.
Observability & System Visibility - Partners with architecture, infrastructure, and development teams to implement and improve system observability across production systems. Ensures monitoring, alerting, logging, and performance telemetry are consistent and available across applications and platforms. Supports efforts to onboard systems to platforms like New Relic, Azure Monitor, and similar tools.
Platform Strategy & Cross-Agency Enablement - Collaborates with architecture and customer relationship teams to align platform capabilities with modernization goals. Champions reusable tooling, inner-source approaches, and platform adoption across agency teams. Advises on platform implications in procurement, staffing, and design decisions.
Other Duties as Required - Supports enterprise-wide IT initiatives and may represent OTS in working groups related to platform operations, infrastructure governance, or DevOps maturity.
