Northeast Delta Human Services Authority is seeking
a Human Resources Director A to oversee the region-wide operational responsibility for all aspects of the Talent Management Life Cycle Process, Workforce Strategy and Planning, Performance Management, Staff Development, Training, Compensation, Change Management, Employee Relations, and HR Compliance. The incumbent of this position leads a team of human resources professionals and engages with the Executive Director, Chief Fiscal/Operations Officer, and Senior Management on all Human Resources related issues.
Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

- Oversees and directs the work of direct reports in assigned program areas, exercising all elements of supervision, including employee productivity, prioritization and approval of work, delegation of assignments, leave approval performance results, quality control of work assignments.
- Ensures that job duties and expectations are clearly communicated to direct reports and their performance evaluated. Establishes priorities and work standards for HR staff in order to meet the goals and objectives of the agency.
- Provides guidance in resolution of non-routine or highly complex problems and issues and ensures that staff are informed and updated on key business and organizational issues. Tracks the agency Table of Organization (T.O.) and maintains status of position funding.
- Ensures compliance with Civil Service mandate that requires job description updates to reflect most current job duties. Consults with the Chief Fiscal Officer regarding compensation, pay computations, Civil Service On-line Hiring Center (LA Careers), Indeed, Linked ln, University Online Services, HRSA, and professional journals to post vacancies, staffing issues, and other HR related compensation issues. Consults with the Executive Director and Chief Fiscal Officer on the anticipated benefits of employees' participation in a HR related training program.
- Directs and oversees the agency employee relations program including Discipline, Family Medical Leave Act (FMLA), Employee Assistance and Grievance programs. Develops and amends the agency's written policies and procedures in accordance with federal regulations and State guidelines, and State Civil Service rules and regulations.
Position-Specific Details:
Appointment Type: Promotion -- Open only to current permanent employees of NEDHSA
Location: Regional Office
Compensation: NEDHSA is a designated approved National Health Service Corps (NHSC) site. Clinicians who work at NHSC-approved sites are eligible to apply to the NHSC Loan Repayment Program to pay off student loans.
- 2-year Full-Time Clinical Practice: NHSC will pay up to $50,000* for an initial 2 years of full-time clinical practice to clinicians.
(Full-time clinical practice is defined as no less than 40 hours per week, for a minimum of 45 weeks per year.)
