Take a leadership role with the Louisiana Department of Health’s Office for Citizens with Developmental Disabilities (OCDD), managing fiscal and administrative operations for statewide programs and nearly $189 million in funding. Oversee budgets, contracts, and emergency management while shaping services that impact thousands. This role is ideal for a strategic leader with fiscal expertise and a passion for public service.
Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

here.Job Duties:· Directs the development and coordination of OCDD’s annual budget request across multiple appropriated programs, providing strategic fiscal recommendations to executive leadership
· Serves as primary liaison with LDH Planning and Budget, Division of Administration, and legislative fiscal staff, supporting all phases of the budget development process
· Conducts detailed financial, historical, and programmatic analyses; prepares reports and fiscal impact statements to inform budget decisions and policy changes
· Monitors revenues and expenditures across OCDD programs, ensuring compliance with appropriated budgets and overseeing preparation of adjustments, including BA-7 requests
· Represents OCDD in legislative and external meetings, providing fiscal and programmatic information and supporting agency funding priorities
· Oversees statewide fiscal, budget, and administrative operations, including contract management, property control, fleet, travel, emergency preparedness, and safety compliance
· Ensures all procurement activities, including CEAs, RFIs, and RFPs, are completed in accordance with state regulations and aligned with operational needs
· Leads, supervises, and evaluates staff; establishes accountability systems and resolves operational challenges through regular meetings and performance oversight
· Directs statewide planning efforts, including special projects, audits, and reporting initiatives to support both short- and long-term organizational goals
· Advises executive leadership on policy, program, and operational improvements; develops and revises procedures to enhance efficiency and ensure compliance
