Join a dynamic leadership team dedicated to strengthening Medicaid services across the state. This position plays a critical role in supporting Eligibility Field Operations by leading a team of 10 Medicaid Program Monitors who deliver impactful training and performance support to field staff. You’ll collaborate with regional leadership and policy trainers to enhance workforce readiness, identify training gaps through data analysis, and help drive special initiatives and pilot programs that improve access to vital healthcare services.

Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Job Duties and Other Information
- Directly manages a team of ten Medicaid Program Monitors across nine regional offices and the Long Term Care Unit, providing supervision, performance management, hiring, disciplinary consultation, and ensuring compliance with Civil Service, LDH, BHSF, and EEO policies.
- Oversees the development, production, and delivery of comprehensive training for field staff, contractors, and supervisory personnel in coordination with University of New Orleans training partners, ensuring training standards are consistently maintained statewide.
- Identifies training gaps and performance trends through case reviews, data analysis, and stakeholder collaboration, and develops targeted training initiatives to improve policy interpretation and service delivery.
- Coordinates with Medicaid Program Managers, regional leadership, and policy trainers to support new hire training, ongoing staff development, promotional readiness, and specialized pilot or project-based initiatives.
- Assists in establishing and monitoring operational standards for regional offices to ensure high-quality, timely, and federally compliant Medicaid eligibility determinations and customer service delivery.
- Evaluates service delivery processes through observation, case reviews, surveys, and performance metrics; provides actionable feedback and recommendations to strengthen individual and organizational outcomes.
- Responds to inquiries, complaints, and special assignments by conducting technical studies, investigations, and data reporting; ensures compliance with NVRA, emergency preparedness protocols, and required professional development activities.
