The Medical Certification Manager serves as the Area 1 leader for the Office of Aging and Adult Services (OAAS), providing strategic direction and operational oversight across Regions 1, 2, 3, and 9. Based in one of nine regional offices, this role leads Regional Managers and field operations to ensure consistent, high-quality program administration statewide.
A current Louisiana license in a health services field, health regulation field, or social services field plus six years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR
A bachelor's degree plus six years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR
A master's degree in a health services field, health regulation field, or a social services field plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services.

Job Duties:
- Leads and administers OAAS regional programs across assigned areas through direct and indirect supervision, ensuring operational efficiency, timely completion of assignments, and alignment with program goals and benchmarks.
- Develops regional goals, establishes work processes, and delivers monthly performance, quality assurance, utilization, and monitoring reports to executive leadership while identifying trends impacting service delivery.
- Manages annual monitoring reviews of support coordination agencies and participant samples, evaluates findings, determines remediation requirements, approves corrective action plans, and recommends performance agreement actions when necessary.
- Recruits, hires, mentors, and evaluates direct reports; ensures staff development and workforce continuity; audits work for accuracy and compliance; and implements performance management and disciplinary actions as needed.
- Oversees critical incident reporting and resolution processes, ensures participant health and welfare protections, maintains compliance with federal Medicaid regulations, LDH/OAAS policies, CMS requirements, and Civil Service standards.
- Reviews and recommends revisions to policies, procedures, and service standards; collaborates with data and quality teams to analyze program performance; implements legislative, regulatory, and operational changes effectively and timely.
- Directs nursing facility level-of-care determinations, oversees community transition efforts including Section Q referrals and My Choice Louisiana initiatives, and ensures appropriate service connections to support safe community-based living.
