Office of The Secretary – Louisiana Oil Spill Coordinator’s Office
The Office of the Secretary serves as the department's executive management office. The Secretary is the chief officer of the Department of Conservation and Energy (C&E), in charge of its policy, administration, and operations.
The Louisiana Oil Spill Coordinator’s Office (LOSCO) was created by state legislature in 1991. This division serves as the single point of contact for programs related to oil spills in Louisiana. LOSCO’s mission is to minimize unauthorized discharges of oil, provide for an effective spill response, compensate the public for damages to the state’s natural resources and services, and assist the public through education, service, and public outreach.
A bachelor’s degree in a geoscience field or engineering plus six years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR
A master's degree in a geoscience field or engineering plus five years of the required specialized experience; OR
A doctorate in a geoscience field or engineering plus four years of the required specialized experience.

here.This Petroleum Scientist Administrator position is located within the Louisiana Oil Spill Coordinator’s Office Division of the Office of the Secretary and is domiciled in Baton Rouge, LA. The Petroleum Scientist Administrator is responsible for the overall direction, operation, and administration of the Louisiana Oil Spill Coordinator's Office (LOSCO). The position reports directly to the Executive Director and supervises legal, administrative, technical, and program staff.
- Direct programmatic, scientific regulatory, policy, and administrative matters related to the implementation of the mission of the Office.
- Establish and direct Oil Spill Response, Natural Resource Damage, Assessment, Prevention, and Public Outreach programs for the State of Louisiana.
- Oversee the development and implementation of cleanup standards for the oil and gas industry.
- Oversee the State's cost reimbursements from responsible parties and/or the federal Oil Spill Liability Trust Fund
- Identify necessary state and federal legislative actions and coordinate legislative issues with the Administration, State Legislature, United States Congress, and stakeholders.
- Analyze technical innovations of importance to the state with emphasis on oil and gas industry.
- Keep apprised of latest scientific techniques, testing procedures, and technological advancements concerning oil and gas production, transportation and development, oil spill response, Natural Resource Damage Assessments, and conservation and protection of coastal, river, and other natural resources, and direct the maintenance of LOSCO's scientific database in support of oil spills response and prevention.
- Establish government and industry partnerships and ensure interagency coordination relative to the mission of the Office and mandates stipulated in relevant Acts.
- Present papers at regional, national, and international conferences.
- Conduct annual planning and evaluations of employees ensuring that the mission and goals of the office are maintained.
